Muuseum Development Programme

1. Type of Programme

The Programme is of a national character. The realisation of the Programme opens an opportunity in Estonia to introduce and advocate aviation as a most innovative area of the technical field, to preserve and exposit the history of Estonian aviation. As the promoter of aviational education and culture, Tartu Aviation Museum is supposed to become an original and a substantial tourism object in Estonia and in the whole Baltic Sea Region.

2. Purpose of Programme

Museum exposition – aviation technique, kits and natural exhibits, posters and placards, gives a survey about the aviation history, solutions of aviation constructions and the development trends of contemporary aviation. Museum activities as an aviational education centre are targeted first and foremost to young people – pupils, students and members of Defence Forces. The Museum exposition gives a complementary educational possibility also for the students of Tartu Aviation College and Estonian National Defence College and for members of Defence Forces. The unique exhibits of the Museum, contemporary demo possibilities and the equipment and attractions developing bodily adeptness should turn the Musem an ever more frequented tourism object and provide young families an additional free-time-spending and mind-broadening possibility.

3.2.1 Purchasing of a neighbouring real estate (3.6 ha) bordering the Museum territory

3.2.2 Building of a board fence for the territory

3.2.3 Designing and building of flying facilities sites and semi-closed hangars

3.2.4 Designing of the territory and elaborating the transport schemes

3.2.5 Building of the intra-territory roads

3.2.6 Building of a windmill-based power supply. Replacing the overhead transmission line on the territory by an underground one

3.2.7 Building of lighting and security systems

3.2.8 Procuring of fire control equipment. Building of lightning protection system

3.2.9 Procuring of maintenance technique (mini-tractor, mowing machine, roller, frontal hoist, etc.)

3.2.10 Expanding of the entrance building

3.2.11 Installing of the equipment and attractions developing bodily adeptness

3.2.12 Building of a recreation ground of the territory

3.3 Continuous completing of library funds and infobank

3.4 Arranging of public events (flying days, presentation of aircrafts, demo events, thematical concerts) and periodical lectures

4. Principles of assembling the exposition of aviation technique

  • In co-operation with Estonian Air Forces and Ministry of Defence, Estonian Border Guard Aviation Group and Ministry of the Interior, and with National Defence League, all aviational technique used by the State of Estonia and withdrawn from exploitation will be ensured to be included into the Aviation Museum exposition
  • On compiling the exposition of aviation technique there are two accepted directions that my partially overlap:
    • collected will be all aircrafts that have based in Estonia after the World War II
    • collected will be most remarkable fighter, bomber and helicopter samples of the aviation history
  • In the case of need the mediation of the Estonian War Museum will be used for obtaining aircrafts from foreign countries
  • Maximally the situation will be taken use where in foreign countries the replacement of aviation technique generations takes place or due to an active exploitation and resource exhaustion aviation technique is written off.

In addition to the existing aviation technique (MiG-21, Su-22M4, Su-24, MiG-23 MDL, Saab JA Viggen 37, Mirage IIIRS, TS-11 ”Iskra, L-39, Tu-134A, Mi-2, Mi-8, Wilga-35) the Museum considers essential the endeavouring/procuring of the following aircraft types:

8. Implementation and financing of the Programme

The Programme is implemented and financed by steps on the basis of separate projects. The projects are financed by support of various sources, the most essential one of which are the Estonian Enterprise-mediated EU support finances of the “Programme for Small Projects for Developing Regional Competitiveness” and international sponsorship.

The financing conditions of Enterprise Estonia require the involving of public sector in the form of co-financing in the amount of 15%.

According to the prognosed budget volume, for the development of the III stage of Tartu Aviation Museum (2008-2010) more than 6 million EEK support is needed in the form of co-financing.

Tartu Aviation Museum considers as essential financiers the Estonian Ministry of Defence (museum’s basic activities can be first of all directed to military topics), Ministry of Culture, to a less extent Ministry of Economic Affairs and Communications (aviation is the domain of the ministry) and Ministry of Education and Research ( aviational training and lectures).

Thankworthy os is the support of local governments (Tartu City, Haaslava Commune, Loval Government Association).

The running costs of the Museum are covered by the revenue from ticketing.
In a remarkable amount also a public labour is used.
